Sources & Data Coverage

How WinIntel uses official public procurement sources and what those sources cover.

Source approach

WinIntel reviews relevant public-source context where available. Coverage depends on jurisdiction, procurement route, threshold, source availability and whether the procurement falls under current or legacy rules.

Sources that may be reviewed

  • Find a Tender — the central publication service for above-threshold and transparency notices under the Procurement Act 2023 for England, Wales and Northern Ireland.
  • Contracts Finder — central government and arm's-length body contracts above the relevant threshold, published for England.
  • Public Contracts Scotland — Scottish public-sector procurement opportunities.
  • Sell2Wales — the national advertising portal for Welsh public-sector opportunities.
  • eTendersNI / eSourcing NI — Northern Ireland government procurement portals where relevant.
  • Buyer documents and source notices — where publicly available from the contracting authority.

Coverage limits

WinIntel does not claim complete coverage of all UK public-sector opportunities. Official source data can be incomplete, delayed, corrected, jurisdiction-specific or affected by legacy procurement rules. Coverage for any specific opportunity depends on what is available in public sources at the time of review.

Coverage may be affected by: jurisdiction (England, Scotland, Wales, Northern Ireland); procurement route (above-threshold, below-threshold, framework, dynamic purchasing); commencement date (Procurement Act 2023 applies to procurements commenced after relevant commencement dates; legacy regimes continue for earlier procurements); and source-document availability at the time of review.

Payment Visibility

Any Payment Visibility Indicator is based on lagged, organisation-level public information where available. It does not predict payments, assess credit, or give a view on whether a specific buyer will pay a specific supplier on time for a specific contract.

OGL attribution

Contains public sector information licensed under the Open Government Licence v3.0 where applicable.

No official status

WinIntel is not affiliated with or endorsed by any government body. Official procurement portals, notices and buyer documents remain authoritative. WinIntel is not a replacement for official procurement portals.
