FAQ
Everything a supplier needs to know before sending a tender.
Product boundaries
Is WinIntel a bid-writing service?+
No. WinIntel does not write or submit bids. It produces a commercial intelligence view of an opportunity, not a bid response.
Does WinIntel tell us whether to bid?+
No. WinIntel presents a structured commercial view and the supplier decides what to do next. It is intelligence, not a recommendation.
Does WinIntel replace official portals?+
No. Official procurement portals, notices and buyer documents remain authoritative. WinIntel uses public information to structure a commercial view, not to replace official sources.
Is this a software dashboard or self-serve platform?+
No. At MVP stage, WinIntel is a founder-led, human-reviewed service. You submit a tender reference and receive a response by email. There is no login and no self-serve dashboard at launch.
Is WinIntel regulated financial or procurement advice?+
No. WinIntel is commercial intelligence, not financial, legal, procurement, tax or insolvency advice. Suppliers remain responsible for their own decisions and should seek professional advice where needed.
Sending a tender
What should I send?+
Send a public tender URL or notice reference from Find a Tender, Contracts Finder or another official portal. Include your organisation name and a short note on what you want reviewed. You may also include non-sensitive supplier context you are authorised to share.
What should I not send?+
Do not send bank statements, payroll records, tax records, director personal finance, personal guarantees, special-category data, criminal-conviction data or confidential third-party material unless separately requested through a controlled process.
What happens after I submit?+
A human reviews your submission and responds by email. WinIntel may ask follow-up questions. No automated decision is made from the form submission. There is no fixed response SLA at this stage.
Can I send a contract reference rather than a URL?+
Yes. A notice reference or contract ID is sufficient if a direct URL is not available. Include the source portal name so the reference can be located.
Payment Visibility and Cashflow Exposure
Does WinIntel predict payment?+
No. Any Payment Visibility Indicator is based on lagged, organisation-level public information where available. It does not predict payments, assess credit, or give a view on whether a specific buyer will pay a specific supplier on time for a specific contract.
What is the Cashflow Exposure module?+
The Cashflow Exposure module is one part of the Pre-Bid Commercial Intelligence Brief. It shows supplier-side Month 1 to Month 6 exposure scenarios based on supplier-provided assumptions. It is not financial advice and it does not predict payment or guarantee accuracy.
Does WinIntel score buyer creditworthiness?+
No. WinIntel does not assess buyer or supplier credit profiles. It uses publicly available payment data at an organisation level where available, not as a credit assessment.
Source coverage
Which portals does WinIntel review?+
WinIntel may review Find a Tender, Contracts Finder, Public Contracts Scotland, Sell2Wales, eTendersNI or eSourcing NI, and buyer documents where available. Coverage depends on jurisdiction, procurement route and available source documents.
Is coverage complete or real-time?+
No. WinIntel does not claim complete or real-time coverage. Source data can be incomplete, delayed, jurisdiction-specific or affected by legacy procurement rules. Official portals remain authoritative.
