Source approach

Use the most relevant available source, then keep its limitations visible.

WinIntel does not use every source for every review. The sources selected depend on the tender, jurisdiction, procurement route, available documents and the supplier question.

Public information can be incomplete, delayed, amended or inconsistent. A source trail and confidence state are used instead of presenting false certainty.

Public procurement, buyer documents and supplier assumptions.

Find a Tender

Notices and related public information for procurements published through the UK central digital platform.

Contracts Finder

Public opportunity and award information where relevant to the procurement and jurisdiction.

Devolved procurement services

Public Contracts Scotland, Sell2Wales and eTendersNI or eSourcing NI where relevant.

Buyer documents

Public tender packs, specifications, clarification records, award notices and contract documents where available.

Organisation information

Public organisation information, including Companies House data, only where relevant and appropriately qualified.

Supplier-provided assumptions

Non-sensitive operating inputs supplied by an authorised user and kept separate from public-source facts.

Coverage limits

What may reduce confidence.

  • A notice may not include the complete tender pack.
  • Buyer documents may be amended after review.
  • Different UK jurisdictions and procurement regimes use different publication routes.
  • Some fields may not be published or may be published after the event.
  • Supplier assumptions may later change or prove incomplete.
Authority rule

What the supplier must check directly.

  • Official deadlines and submission instructions.
  • The complete tender and clarification documents.
  • Buyer requirements, contractual terms and amendments.
  • Any legal, tax, financial or professional interpretation required for a decision.
